I upgraded from Pixel 3 XL to Pixel 4 XL and still have both phones. I have the app running on both phones and see same data on both.
However, I don't see any instructions on how to get my Charge 3 to work with the new phone anywhere in the App UI or FitBit help. I only keep finding articles about setting up a new tracker.

Let me also add that the UI is very confusing because my new phone shows Charge 3 listed under the Devices section as synced a few seconds go. Obviously this is data from the old phone, so it's unclear I'm at a loss of what to do next.

First, I'd like to appreciate your effort and patience troubleshooting this situation prior to posting. If you haven't already done so, I recommend you to check all the information that's specified on: How do I set up my Fitbit device? to check if all the requirements are correctly configured to setup your device. Then, you can move forward to the troubleshooting steps that are specified on: Why can't I set up my Fitbit device? and let me know how it goes.
I recommend you to delete the Charge 3 from the Bluetooth settings of your Google Pixel 3XL to avoid interference with the new one.

Hi, Ricardo,
I'm sorry, but the page you referenced is for NEW devices. The first line says "Before you begin using your Fitbit device" - well, that's already the wrong article because I've already been using the Fitbit device.
Also, sending me to troubleshooting page tells me that I did something wrong by buying a new phone. Blaming the user for buying a new phone doesn't seem right. When you buy a new phone, do you immediately go to troubleshoot page for every device and app to see what you did wrong?
Sorry to harp on you, but it's clear that FitBit hasn't considered the use case of upgrading a phone. Am I right?
