I am now back to having to shut my Bluetooth off and on in order for the app to sync with my device.
I have a Charge 3. I am on app ver 3.5. I have an Android phone with OS 9.
In order to reduce the drain on my phone's battery, I have turned off notifications and have had to turn off All-Day Sync.

I appreciate all the information and details that were shared in your post, also, thanks for troubleshooting this situation prior to posting. To better assist you with this, can you please let me know which mobile device you're currently using to sync your Charge 3? Also, when was the first time you experienced such difficulties and how many times since then?
if you haven't already done so, I recommend you to check how the syncing procedure works here and see if there's a missing requirement on your Android mobile device that's preventing the syncing procedure to be completed. Also, you can move forward to the troubleshooting steps that are specified on: Why won't my Fitbit device sync? and let me know how it goes.
