When I scan a barcode that does not exist, it says it is possible to add new products with just a couple of photos, but nothing else happens.
Is there an actual way of accomplishing this?

No, it doesn't even give us the chance to add photos/barcodes.

How long is "for the time being"? Paying customers have been raised this since 2015, and voting for improvements to the UX. It's bad enough that your international databases are in the Stone Age, but for the app to then instruct the user to "help out...with a few simple photos" and then for that function to not be available either is downright ludicrous.
As other users have also told you, the nutrition options force us to round up or down too much for the macronutrient info we spend ages inputting to be anywhere near accurate.
So, 1: your international databases are inexcusably behind the times.
2: The photo function doesn't work either
3: We have paid MORE than US customers for LESS functionality
4: Leaving us with only the most longwinded and least accurate of input options is FORCING THE CUSTOMER TO DO THE WORK YOU ARE PAID FOR and FORCING US TO BE INACCURATE.
Up your game, Fitbit.

Would be nice if there was a UK database seeing you have so many customers over here, as will end up using another app to scan food in and just import data. I know we can create a custom entry, but would much prefer to scan things in to get the exact details.

I also just realised that the only thing that the fitbit doesn't track, is how fit you are. All the experts seem to agree that your v02 max level is the best indicator of your fitness, but your fitbit will only tell you todays level. No historical data is available.
If you want to find out if all that hard exercise is paying off, buy something else.

I have to agree wholly with this. I don't use Fitbit to track my food as they have no regard for their non-domestic market. They have great products that I love but I pay 1.3 times the price for and then they just ignore us.
Change this Fitbit, because if Under Armour (MyFitnessPal) had a device like your trackers I would dump you in a moment.

its 2017 and still not fixed! I guess best to use myfitnesspal as has a better database. Fitbit need to get their act together and fix this.

I’ve tried to add several different foods, all made in America; however, they do not show up the next time I try to add them to my food intake for the day.

July 2018 now, and they just decided they "won't be looking to implement this function", shocking!!

I would like a qualified answer as to why fitbit are not looking to implement an 'add barcode' feature for the UK, it seems there has been a growing frustration of users for the lack of action on this for over three years. Why if the code exists out there, as I understand the US version has this feature, can fitbit not apply this in an update?

I would also like to question the logic behind fitbit claiming this problem is solved, this issue has been going on for almost 3 and a half years now and they have NO solution, the problem is NOT solved and there is NOT an accepted solution even though according to fitbit there IS a solution, that the problem IS solved and there IS an accepted solution.
