Yesterday my Alta died in the middle of the day. I plugged it in to charge and when it started I tried to resync it and it will not.
So far I have
Restarted my phone
Restarted my alta (x3)
Forgot Alta in bluetooth phone settings and reconnected
I still cannot get it sync. I'm continually getting the message "Device Not Found"
I don't know what else to do.

First, I appreciate your effort and patience for troubleshooting this situation prior to posting. I recommend you to check how the syncing procedure works here and see if there's a missing requirement on your Samsung S7 phone that's preventing the syncing procedure to be completed.
Then, you can move forward to the troubleshooting steps that are specified on: Why won't my Fitbit device sync? and let me know how it goes.

It's now switched to a message stating "no internet connection" irregardless of wifi connection or mobile data.
