Used Charge Won't Sync

Help! I just bought a Charge off an aquaintance (without the dongle) and I can't get it to sync to my phone (I currently have a Motorola Droid Turbo, will be getting a Galaxy S5) or my computer. I tried doing the reset and it didn't work.

You can't get it to work on a computer without that dongle, unless it's running the latest operating system. Windows 10 doesn't require a dongle, but my Windows 8.1 does.

Take a look at that link and there are some video clips that may help you.

That just tells you how to set it up initially. It's already turned on and working. It just won't sync to my phone. It's a used one I bought secondhand
