Why does the app need location information all the time now?

Got notification from my phone that a setting had changed for the Fitbit App that I did not give permission for. My app can not sync to my watch without location always on now? Like not at all? Why is "when using the app" not enough permission? 

I do not use most of the things that app says it needs the location data for. Pretty sure this was not an "on all the time" before today. What's the story?

I recall another thread about this topic. However, I don't recall that there was a definitive answer from any of the Moderators.

Here's my guess: I think the location on all the time is likely due to some of the features, like ECG and Irregular Heart Rate Notifications, that are not supported in all locations. Also, there was a recent announcement regarding suspension of Fitbit sales in certain countries. So, location is likely needed for certain features and support.
