My Blaze will only sync randomly, once or tiwce per day at most. I try to manually sync it and the app says "tracker not found". It is paired with my Bluetooth on my phone but my phone reads "no devices nearby" even though they are literally sitting right next to each other.

When doing a search for Bluetooth devices through the ones BT settings, this search wool ignore any device already paired. This is because it assumes type trying to add a new device.
Just a note, pairing the Blaze to the phone has to be done through the app, not the phone's BT screen.
As for syncing through your phone, do you also have a second device set up to sync, computer, ipas, etc? I'd so keep it away from you, turn it off, or tell it's BT to forget the Blaze.
So what else can be done.
With the latest app and firmware I haven't had to restart the phone once, and only restarted the tracker, maybe twice. The phone is an S5, purchased two weeks before the S6 came out.

You'll also find that the S7 is not currently a supported device for syncing to, so the advice above is basically the best you'll get until FitBit have finished testing and release updates. Try those steps and if it works, great, If it doesn't, you'll need to use the cable, bluetooth or a dongle from a previous Fitbit.
