Can you use the fitbit app for measuring steps without a fitbit device? I do not have a device and steps are not being picked up by my android device. Thought Fitbit would use internal feature similar to S Health.

If your phone supports it, you can add your phone as a MobileTrack device, then it'll count your steps as long as you're carrying it.
