Try a restart. Do it at least 3 times.

I have tried almost all the steps. I say almost all because I cannot turn off or restart my tracker. Because it won't charge at all. When I have it on the charger it says fully charged, I take it off and it says it is dead. When I sync my app to my device it says it is fully charged.
