I guess the 2 problems may be linked. If it will not charge and is out of power then that could explain the problems starting up. So, if we focus on the charging issues first: there's a troubleshooting guide from fitbit here:

One of the steps in there is to restart your fitbit. When you get to this step do it several times as it's known to not always work.
