Welcome to the forums!
On the computer. Go to the Dashboard and click on the gear and choose settings from the drop down. Scroll down to time zone and change it there.
Phone: Click on account upper top right looks like an envelope. Scroll down to advanced settings then select time zone and change it there.
Device will need to sync before it changes.

If you want to correct the time on your tracker, you just need to do the following from your Android Fitbit app:
1. Tap the account icon in the upper right corner
2. Slide down and tap Advanced Settings
3. Tap Select time zone
4. Sync
