Setting the location to an English sprawling contry, then doing a sync should change the language. I assume you where not born in China, maybe set the location to the country you grew up in. Make sure the timezone is still set to your local possition, or set for auto in the phone app.
Now do a sync, this sync will be longer since it will be downloading a new language set.
