My heart rate monitor is not reading

My heart rate. The heart icon is beating but never changes from 70, no matter what. Green lights are on. I tried restarting Fitbit, putting on charger. Turning heart rate from on to off in settings. I tried cleaning the bottom of it well. I moved it up farther on my wrist. I don’t know what else to try. Any suggestions?
