Heart rate not working/LED's not flashing

The HR LED lights on the back of the tracker do not flash at all on any setting (on/off/auto).  I have tried all suggested fixs and still no luck.    Reset device (left and bottom right buttons) =yes multiple times, shutdown=yes, remove and reinstall app from my samsung s7 = yes.  Is there a trick to this or is my device defective.
