Looses steps and stairs when syncing

Why is it when I'm syncing it will add steps and stairs and as it finishes syncing it drops them. It also does this randomly. I did 8 set of stairs an hour ago. It showed 8 flights. An hour later I checked again and as it was syncing it dropped down to 7 and has remained at 7. Why does it drop stairs and steps?

Where are these steps changing? On the app or the tracker?

Then after everything settles down does the dasboard, both app and fitbit.com match the tracker before it synced?

 

Also if it is the phone app, what type of phone is it
