I've been using the Heart APP on my Iphone 6 for about 6 months . My wife had and lost a FLEx. We would walk a bike path around a local lake lake many times and all 3 devices my and wifes phone and her FLEX (just replaced with a charge) stated around 5400 steps. I've even worn my wifes flex and my Iphone on the same trip and her flex and my Iphone were with .06 percent of the same steps. Thats close enough for me.
Just did an hour on the treadmill this morning. I utilize a Cardio program that auto adjust the incline so I must keep BOTH my hands on the sensors so the treadmill can read my heartrate and adjust incline as required.
Iphone was at 8400 steps
Fitbit at 1750 steps
Bummer
Any suggestions from anybody???????

Unfortunately the Blaze like most trackers, depend on detecting movement. With your arm stuck to the sensors, it can't detect the movement.
Your phone I imagine is in your pocket. So it can detect the movement.
Short of putting your Blaze on your ankle, there really isn't a great solution. My old Surge fits on my ankle, so I'll use it there when I'm on my stationary bike. It picks up steps that way. You can try the tuck your watch around your ankle inside a sock if you band is too small. My old Surge XL, which is too big for my wrist now due to weight loss, just fits around my ankle.

You need to chose between putting your hands on the treadmill’s handles (in order to be able to use the treadmill’s HRM, which is probably not very accurate anyway) or getting a realistic step count from your Blaze. If your hands are not moving freely, your Blaze will underestimate your steps, as you already found out.
