When on the treadmill, if you hold to the bars, it may not log as many steps.
I'm not sure any device would recognize it all.

Fitbit trackers that count floors have an altimeter sensor that can detect when you're going up or down in elevation. Your tracker registers one floor when you climb about ten feet at one time. It does not register floors when you go down. Fitbit trackers do not count elevation gains on a StairMaster, inclined treadmill, or other stationary exercise equipment because your body does not change in elevation by 10 feet.

As @Shoheb mentioned, Fitbit trackers do not count the elevation gains simulated on stair climbers. Your tracker uses changes in barometric pressure to detect elevation change, and therefore requires that you physically change elevation in order to properly record floors.
Now, if you will be using a treadmill, be sure not to hold the bars as @Odyssey13 says so that it does count your steps.
