The mechanism of the device expects arm movements to be able to record steps. Holding the rails of the treadmill, or the handle of a stroller (push chair) will mean most steps are not counted.
I suggest either putting it in your sock around your ankle, or in your pocket.

You can put it in your pocket as well. Just make sure you disable heart rate monitoring. If it is not disabled, it will not count steps as the tracker thinks it has been removed.
If you move fast enough with your hands on your stroller the fitbit will think you are riding a bike

Your tracker counts your steps when you are pushing a stroller or a shopping cart, but because your hands are not moving your step count may be lower than usual during this activity if you're wearing your tracker on your wrist. You can take in consideration the ideas that were provided.

What I find works somewhat is to put your fitbit hand in an under grip on the stroller. This seems to work for me when pushing a stroller or shopping cart. It is awkward, but at least you are getting the HR also. Hope this helps!
