My HR monitor is no longer working on my Blaze and its now out of warranty so I am going to replace it with a used one from ebay, will my previous data be wiped when I sync this new blaze with the app on my phone or is the data stored locally on my phone or in the "cloud" via fitbit.com?

Thanks

Your data will be safe. It is, as you suggest, all stored on fitbit's servers in the cloud.

When you get your replacement go into the account section of the app and select "set up a device". Choose Blaze and it will ask if you want to replace your existing Blaze. Just say yes and follow the prompts.
