It does...well, sort of.
On the Dashboard, simply manually log an activity of "Driving" for the duration of your ride and the steps between start and end time will be zeroed.

A warm welcome to the Community @Horseback and @jmattwood thanks for stopping by and the recommendation. Actually, I checked and noticed that there's "Horseback Riding" as an activity to log (see attached image). You can manually log an activity from your iOS Fitbit app by doing the following:
1. Tap the exercise tile.
2. Tap the timer in the top right corner; this will take you to the Mobile Run screen.
3. Tap "Log" at the top of the screen.
4. Log your activity.
