Steps vs heart rate

I have searched for an answer but can't find it. i am wondering if you are doing a workout that you hands or feet aren't moving a lot but your heart rate is elevated which calorie burn will fitbit use. i have a fitbit one now just purchased a blaze. i wanted the blaze for the heart rate monitor but it won't track my steps if i am holding something in my arms. at work i often have something in my arms but my heart is pounding and im sweating profusely.

@llwadsworth, it seems it generally defaults to the heart rate on mine.
