Time zone setting incorrect

I am in Phoenix but my phone/Blaze automatically sets the time zone to Los Angeles.  This problem originally occurred when the battery on the Blaze ran down. It has been charged and reset. Under Advanced Settings, I have tried both manually and automatically resetting time zone to Phoenix and the setting switches back to Los Angeles on its own.  Location services is on.  Stumped!!

Turn off Location services

 

Change the Zone to something completely different. Sync it

 

Restart it at least 3 times.

Change it back to the correct one and Sync again.
