Is there a way to configure the Charge 5 to notify me when my heart rate exceeds a specified value, whether I am exercising or not?

Hello @Stretch7 and welcome to the Community.  I'm sorry, but Fitbit doesn't have a heart rate alert during exercise.  The high and low heart rate alerts are programmed to notify you if you exceed the threshold, high or low, at rest and if it persists for at least ten minutes.
