Looking at the Charge 5 online. Specs says it has the floor function.  Is this true?  I have a Charge 5 and it does not have the floor function.

No unfortunately the Charge 5 has no floor function. 

The Fitbit ad is misleading.

My wife made the same mistake.

It’s not misleading. It’s lying. Specs specifically say it has it. I have a Charge 5 and it doesn’t do floors, elevation during a run or cardio fitness score.
