My charge 5 was not syncing so I did a restart. After the restart it lost 2 hours of data which agreed to the app and it also turned the clock back 2 hours. So in other words, the watch is now off by 2 hours and the data for those 2 hours is gone

If your Charge 5 tracked data during those 2 hours, it should eventually sync to the Fitbit app. Fitbit devices typically store up to 7 days of data.
What data are you missing?

Since the Charge 5 changed to match the data that the app was showing, unfortunately, it does seem that the data from the 2 hours were "lost".
This is something that I've experienced myself, where my device synced to the app and the data on my device changed to match the app.
