My fitbit only charges to 45% it said check my charger which I have and its okay can you help?

As a first approach, I'd recommend restarting your Charge 5 and try charging it again. If the issue persists, please follow @Talahthas' tips and recommendations.

Sad to hear that you're having an issue with charging your Charge 5.
