Constant pop up notification

I have my locations services off and this has always been the case 

 

Today I'm getting a constant pop up notification telling me to enable location services 

If I click decline, I still get the pop up?

Thanks for taking the time to share your concerns with us, I'll be glad to help you. 

I'm pretty sure some phones have the option to 'never' share locations. I suggest not only declining to share but also checking the app settings and setting it to 'Never shared the location.'
