My charge 5 is no longer syncing with the App and I am no longer receiving notifications on my fitbit.
When I open the app, it says "Can't sync without Bluetooth. Tap to open settings."
Bluetooth is currently on.
I have tried turning the bluetooth off and on. Restarting my phone and fitbit device. I have remove the fitbit from my bluetooth settings. Uninstalled and reinstalled the app. And the app still says that the bluetooth is not on.

Welcome to the forums, @LouWho91. Thanks for letting me know about this situation in regards to the syncing of your Charge 5.
Also, thanks for following those steps, I recommend you check this article which has some tips and steps you can follow to get this solved. If by any chance you need to repeat a step you've followed already, you will need to do it once again in the order it appears, please.
