Miscalculated calories

I seem to be getting too much credit for steps taken and calories burned. If I shake my wrist back and forth 12 times it says I've burned 4 calories. No way this is correct.

Calorie burn and steps are completely independent.  Calories burned are a function of your heart rate.  The question would be what was your heart rate when you were shaking you wrist.  I suggest you try the same experiment two times: first when you are seated and rested; then again right after you have been exercising and you heart rate is elevated, but both times when you are not taking any steps.  But I expect you will also note the calories increase only on the full minute.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
