Steps notification in the morning.

I get a notification by 9am that I’ve over achieved my steps for the day, when I’ve only done 1-2000.

What is your setting for Step goal?

In the Fitbit app, click on your profile picture, then Fitbit settings. Tap Activity & Wellness, then Daily Activity. Verify the Steps value is what you're goal is.

That's an interesting situation. A few questions so we know how to advise you. 

Have you had a chance to double check what your daily step goal is set to in the Fitbit app & that it didn't accidentally get changed? You should be able to tap on the Step tile and see what your goal is set to. 

Is this an everyday/frequent type of occurrence or it only happens once in a while? What kind of activities are you doing when it happens? 

Does your data in Fitbit app also confirm that you've met/exceeded your daily step goal?

My steps are set to 10,000

Today it alerts me that I’d done 67,000 over my goal. That’s more like my total for the week.

Step goal is 10,000, happens 2-3 times a week. Today was 7.30am I was 67,000 steps over my goal. 
I had just arrived at work so very few steps done by then.
