Why do active zone minutes differ from device to app?

I have a charge 5, and according to the device, I've logged 6 active minutes today. Then I synced it, and the app is telling me I've logged 23 minutes - 4 of which were cardio/peak - but I don't understand why the numbers are so different

1)  If it is Charge 5, it should be Active Zone Minutes (AZM), active minutes.  There really is a big difference - no just me being picky.

2) What app are you talking about?

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.

Fitbit app where? phone, Windows 10 app, fitbit.com dashboard - they are not all the same.
