Yes it is somewhat normal. The Fitbit step counter (or any step counter for that matter) is based on an accelerometer which detect movements, there are some advanced pattern recognition to classify the exercise but basically a consistent wrist movement is counted as a step. Which is normal, if you want something more accurate you need a device that you wear on the leg.
