why is there no tiles for heart rate and HRV on the web portal?

Assuming by "web portal" you mean fitbit.com dashboard, I expect you realize you can plot a graph of your daily heart rate but not show current heart rate as it is changing as on phone app. No effort is being made to keep fitbit.com dashboard current with new features. It has not been updated for perhaps years, and since HRV was added as a metric. You might even notice it still shows "Active Minutes" rather than "Zone Minutes" for all devices. If you actively use the web portal, my suggestion is to be "glad" for what is left. I suspect it is more likely to be completely taken away than to get any updates or improvements made to it. I do still like and use some of the plotting features of it, showing better on big PC screen than on phone, and I know others use the Activities Log.
If I recall correctly, Fitbit's explanation was that it just took too much resources to maintain all the platforms so they concentrated on Android and iOS platforms and let the web platform stay as it was, or something close to that effect. This was back before Google was involved.

This is what I was talking bout. Do you not see that on fitbit.com dashboard? Choose 'heart rate' and 'daily' parameters in boxes at top right. That same tile could show steps, calories, distance, many different variables, and have various plots for different time lengths other than daily.

so strange -- there is only resting hear rate on my dashboard .. If i try to add more tiles there are no more available.

I think it is the chart at top right left showing your step by week. The individual blocks on that page can be manipulated, dragged around, and sometimes have trouble getting them back the way you wanted them. Try to get that chart to the full page width. Then at the right, you get to choose steps, distance, heart rate, calories, stairs, active minutes in one menu; and time range in adjacent menu. Then can choose daily heart rate, but goes in 5 minute intervals; but they are all interesting to see; some time units show different type measurements, likewise for different measurements.
And have you noticed when cursor gets near bottom of each box, get Settings and See More icons?
