Wrist worn fitness trackers, including Fitbit, use arm movement to track steps. This usually results in tracking additional steps when doing activities like shoveling. I often get additional steps when I fold laundry and wash the dishes. This also has a downside in that if you're not moving your arm, your steps don't tracked as well, like pushing a baby carriage or shopping cart.

Something to consider is manually start the Exercise app and select "Workout" as the activity when you're doing yard work. This will track your activity, including Active Zone Minutes, and give you credit towards your weekly exercise goal.
