My husband and I both, have a fitbit.  We have one phone with the fitbit app. Can I setup two users on the same app?

Yes but ...

You each need a separate account.  You would have to keep logging out of one account in the app, then log back in to the other account.

And I'm not sure what would happen with texts, etc since they are tied to your phone's bluetooth, not to your fitbit.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.

@jac10lin- The person who is currently logged on will receive all the phone notifications on their watch.

You may want to install the SimpleCheckUp app on both watches.

This will tell you when you last synced and if its connecting to the Fitbit App, directly on the watch, so whoever is not connected currently can check when they last synced without having to remember.
