How can I get my charge 4 to automatically show the time when I lift my arm?

You probably have 'Screen Wake' turned off.  If not that, could be you are in 'Sleep Mode'.

Access both by pressing side button a few seconds to get to 'Quick Settings'; then scroll down to Screen Wake, or Sleep.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
