Assuming you want to "see" the time, not "set" it, you probably have Screen Wake off, or Sleep Mode on.  They can both be found in Settings, or Quick Settings depending on your Fitbit model, which you did not share.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.

I have a charge 3 screen wake on / msgs coming thru but have to turn on phone to see  ??

Have to turn on phone to see what?  The Charge 3 screen won't light unless you turn phone on?
