Actually started and stopped my Fitbit One this morning at the same time I did my Garmin. The results on the steps, distance, and calories were closer than I have seen with my Fitbit Zip, previously.

That is pretty good.
So with Fitbit underestimating exercise-pace walking distance, it probably means it's slightly inflating or right at distance for your normaly daily activity-pace walking.
Then again, your daily normal walking in stores and such could be a serious pace walk and matches right up.
Sometimes the Zip impresses me too - especially since my training is jog/walk intervals, and it'll nail the distance right on despite that combo, and even hills thrown in usually.
Now an actual race it was short by about 0.8, but even that's pretty good after 13 miles.
