My HR seems to vary a lot. On a recent 20 minute walk, steady pace, no hills, it varied, apparently at random, between 90 and 115. Is this normal?

Yep. Even when I'm going at a steady pace, my heart rate varies. Your heart rate is going to vary throughout the day, even when you're sitting still.

Without a lot of additional data points, yes, what your're seeing is normal.
