Is it upper arm loose skin or fat? Because loose skin - that's tough. depending on age, genetics, amount- it may not ever be completely tight. If its fat, you need to lose weight (although you can't spot reduce, overall as you lose, weight should come off your arms) and build muscle - really hard to do at the same time, but not impossible and important so you don't lose existing muscle while losing fat. you can get lots of good ideas for building arm muscle on youtube, pinterest or just entering it into a search engine and seeing what comes up. building muscle under loose skin will help too. good luck!

Thanks, emili when i worked as a pharmacy tech I had to do a lot of lifting and built up muscle in arms. I had
forgot about that. I have some hand weights. I will dig them out and start using them. It has been 4 years
since I retired. It is surpriseing how a person can get very lazy if not careful. I want to get back on track with
my diet and exercise. I know I will feel much better and have more energy.

Muscle is metabolically "expensive" to maintain, so if they are not used/needed, your body will get rid of them.
Here is someone after he "retired" from his bodybuilding career:
