Hmm, I personally wouldn't count that as cheating.
The whole point of the steps is to get fit and burn calories.
Even if its part of a challenge, you're moving your legs in a stepping motion, so technically, you're still doing the work.

Meaning, elliptical steps do count? Or don't count.

I guess it depends on the rules of the particular challenge. Does the challenge only allow walking and running to count steps? If not, then no it isn't cheating to use an elliptical - you are taking steps if you are using an elliptical, aren't you?
