Any advice on how to get the fitbit to count activity while swimmming? like, can we manually add time working out in a pool?

You just have to log it manually as an activity. You won't get credit for the steps, but you will get calories burned for that period of time.

I use my Garmin 910XT Triathalon and then manually transfer across the data (would be handy if it was automated).

I've had the same problem while swimming in that I'm not getting credit for the steps. I manually entered it for 1/2 Hr. Problem is that I only burned 123 calories which seem extremely low! Also had the same problem with golf.

If you have a FitBit Flex you can wear your wristband for swimming laps. It won't give you much activity but it will add steps basically for every stroke you take. I swim with mine several times per week.

I can't enter new activities on my charge2 such as swimming. How do I do that?

Go to the Dashboard "Recent Activity", scroll to the bottom where you will find "Log Activities". Select the icon for Swimming, enter the data, and click on "Log". It will add it to your Activities.
