my partner is trying to work out if pushing a trolley would register as walking, she thinks it didnt register her steps properly

If she is using one of the wrist worn fitbits (such as the Force) then it may undercount the steps as her arm movement will be reduced from holding onto the trolley. If she is using a model clipped to the torso (such as the One) then it should register steps as normal.
