Should be smooth enough movement - no.

 

And even if it did count those non-steps as "steps" - the calorie estimation would be way off since using upper body so much.

 

Nope, need to manually log it for calorie burn.

 

If you put Fitbit on ankle may get at best half the steps you took, in case you do want to work towards step goal with non-steps.
