I can not figure out how to install Spotify?

Hello @Asuna_539 and welcome to the Community.  To the best of my knowledge, the Spotify - Connect & Control app isn't available for the Inspire 3.  It isn't listed as a device on the Gallery page. 

 

Spotify is preloaded on devices that support it.  You can double check this by doing the following: tap on your profile picture on your mobile app > your Inspire 3 tile > Gallery > move the toggle to apps.  I suspect you won't find it.
