The toggle for the heart rate monitor on My Inspire 3 Fitbit will not turn on.  I tried restarting the Fitbit 3 times but still does not work

Mine too. I've reset 3 times. Uninstalled and reinstalled. Nothing.

If nothing else has worked so far, I would recommend syncing your Inspire 3 to upload any data remaining on the device and then performing a Factory Reset.
