I've noticed my Fitbit is no longer vibrating when I hit my target steps or to remind me to move. The notifications settings seem to be correct so I don't know what has happened. Any suggestions? Thanks

As a first approach, I'd recommend checking whether your Inspire 3 is in DND or Sleep Mode as any of these features will prevent your Inspire 3 from vibrating. For more information, see How do I navigate my Fitbit device?
