I’ve seen this issue on here before. It seems every time it gets brought up, Fitbit has the exact same answer on how to fix it. I’ve tried and tried and followed the steps one-by-one and I still cannot sync my Pandora to my Ionic. Was there ever a fix to this issue or did Fitbit just say “forget it” and just kept on feeding the exact same steps. I was really hoping to find something to fix this but I guess I’ll just enjoy my expensive tracker without music.

I would like you to let me know if you're receiving any error message while trying to download your Pandora music to Ionic. Are you downloading stations or playlists?
In the meantime, please confirm you're following this procedure to transfer your Pandora music to Ionic.
