As a user I can not say, but I can say thato Fitbit today has the required hardware to read a partial ECG. ECG requires an electrical connection and the LED's will not work.

Not correct @pzangani an ECG can not be read through light. The apple watch uses two electrical contacts. One is on the back of the watch and the second on the front. The user needs to take their finger on the opposite hand and place it on the watch for the duration of the reading.
Apple uses two points while the hospital version has twelve points.
Also most medical personnel agree that an ecg on a watch is simply dangerous for the average user, and only good for the person who already has heart problems.
