Has Fitbit rectified the problem of Ionic counting extra steps and steps with just hand movement?
Does Ionic need to be re-calibrated?

I regret to hear that your Fitbit Ionic counts steps when moving your hand. When working at a desk, cooking, or performing other activities with arm movements, a device on your wrist may add some steps. For information about how accurate are Fitbit devices, please check out this article.
The dominant wrist setting decreases the sensitivity of step counting and should reduce any over counting of steps when your body is not moving. Your dominant hand is the one you use for writing and eating. You can find this setting if you go online to fitbit.com > Settings > Devices > Wrist. Please make sure you sync after making any change to your Fitbit account.
In addition, you can perform a restart by following these steps. If you still consider that you are getting too many steps form your arm movements, please let me know how many steps is your watch counting per day so we can continue with the factory reset (re-calibrate) process.
